The approach of an interviewer is still an unfamiliar experience to most people. Many people are suspicious of outsiders and particularly interviewers.
Some may think the interviewer is an 'official' who has come to check up on them for taxes. Certainly many potential respondents will fear that the information they give will be used against them at a later date, or that the interviewer is trying to probe family secrets.
